3. Additional Incentives for Purchase of Electric Vehicles (EVs)
(a) Beneficiaries will be entitled to Purchase EVs Costing upto Rs. 5 Lakh More than the Limits Stipulated at para 2 above
(b) Beneficiaries Purchasing an EV for the First Time can Purchase the EV after six Years of Previous Four Wheeler Purchase. However, the Next Purchase (EV/ Diesl/Petrol/CNG/ Hybrid) is Permitted after a gap of Eight Years Only.

Rank-wise Eligibility for CSD Car Purchase Policy in 2024 PDF
Revised criteria have been introduced for the eligibility ranking of CSD Car purchases Policy in 2024. The new car policy for Junior Commissioned Officers (JCO) and Other Ranks (OR) in CSD Canteen will come into effect on February 1, 2024. The revised entitlements for all pay matrix levels are provided below. The updated car purchasing policy for CSD Canteen also includes officers of Ordnance Factories. Notably, the process for purchasing a car through CSD AFD has been modified in 2024. It is crucial for all Armed Forces personnel to be familiar with the procedure for acquiring a four-wheeler from CSD Canteen.
Latest Revised AFD CSD Car Policy for Other Ranks (ORs) 2024
For Sepoy to Hav/equivalent Rank of IAF & IN (Pay level 3A to 5) including retired & widows
Pay Level 3 to 5: This applies to both active and retired members of the Armed Forces, as well as pensioners, widows, and next of kin. For individuals in pay levels 3 to 5, the maximum eligible amount for purchasing a CSD car is 8 lakhs, excluding taxes. Each individual is entitled to purchase a maximum of four cars throughout their lifetime. The first car can be purchased after completing a minimum of 5 years of service, and there must be a gap of 8 years between the purchase of subsequent cars. Pensioner widows can purchase cars using the quota that was not utilized by the deceased individual. However, if the individual had already purchased four cars prior to their passing, the widow is not entitled to this benefit. The gap between the purchase of two cars should be 8 years.
Latest AFD CSD Car Policy JCOs 2024 PDF
For Nb Sub to Sub Maj and equivalent rank of IAF & IN (Pay level 6 to 9) including retired & widows: The revised policy enables Defence Personnel in pay levels 6 to 9, primarily consisting of Junior Commissioned Officers (JCOs), to procure a maximum of five cars throughout their lifetime from the CSD AFD online portal. The initial car can be acquired after completing five years of service, with a mandatory interval of eight years between the subsequent two car purchases. This signifies a significant enhancement compared to the previous restriction of three cars.
Pay levels 6 to 9: This benefit applies to both current and former members of the Armed Forces, including pensioners, widows, and next of kin. The maximum amount for purchasing cars is 10 lakhs, excluding taxes. Each individual is allowed to purchase up to five cars throughout their lifetime. The first car can be purchased after completing 5 years of service, and there should be a minimum gap of 8 years between the purchase of two cars. In the case of pensioners, widows, and next of kin, they have the option to purchase cars using the quota that was not utilized by the individual. However, if the individual had already purchased five cars before their passing, this entitlement does not apply. The minimum gap of 8 years between purchases still remains in effect.
AFD CSD Car Policy Armed Forces Officers 2024 PDF
Pay Level 10 to 18: This particular privilege is extended to individuals who have served or are currently Serving in the Armed Forces, encompassing pensioners, widows, and next of kin. The maximum permissible amount for acquiring automobiles stands at 20 lakhs, which excludes any applicable taxes. Each individual is entitled to purchase a vehicle once every eight years.
AFD CSD Car Policy Civilian Officers 2024 PDF
Employees, both currently serving and retired, who are civilian officers receiving payment from the defense estimates and fall within the pay level range of 11 to 18, which also includes family pensioners, are eligible to avail of a vehicle purchase benefit. The maximum limit for this benefit is set at INR 20 lakhs, exclusive of taxes. This benefit can be availed once every eight years by the eligible individual.
Canteen Facilities to ESM (Ex-Servicemen)
In accordance with Army Order AO 32 / 84, Ex-Servicemen and their families and Ex-defence personnel with minimum 5 years of service are entitled to CSD (I) Canteen facilities available in units / establishments. Cadets / Recruits boarded out on medical grounds are also entitled to avail CSD facilities

All Armed Forces Personnel and Ordnance Civilian officers are eligible to purchase a car from the CSD canteen. The CSD has restricted buying cars from CSD Depot canteen to all eligible customers. The periodicity of purchasing of car rules are amended recently and it is given below for your information. Before that, all CSD Smart Card Customers should follow the instructions before buying cars from the CSD canteen.
What are the conditions for purchasing a 4 wheeler through CSD?
The following conditions must be met for purchasing a 4 wheeler through CSD:
Officers (Including Retired Officers)
- Upto 3000 cc
- Once in Four Years
JCOs Granted Honorary Commission and Equivalent (Including Retired Personnel)
- Upto 2500 cc
- Once in Seven Years
JCOs and Equivalent (Including Retired Personnel)
- Upto 2000 cc
- Once in Service and Once after Retirement. First Car after Ten Years of Service. Gap between Purchase of Two Cars to be Ten Years
OR and Equivalent (Including Retired)
- Upto 1800 cc
- Once in Service and Once after Retirement. First Car after Ten Years of Service. Gap between Purchase of Two Cars to be Ten Years
Civilian Officers of MoD Paid Out of Defence Estimates and Officers of CSD (Grade Pay Rs.6000 and above)
- Upto 3000 cc
- Once in Four Years
Procedure for Purchase of Four Wheeler in CSD Canteen
- Obtain availability certificate from the dealer.
- Submit prescribed application (CSD Depot Indent form) at thebconcerned depot along with availability certificate and payment in the form ofmDD or RTGS/NEFT.
Other Documents required at the Depot for Verification:-
- CSD depot indent form duly countersigned by Commanding Officer of the unit for serving personnel or by Station Commander or Dy Director of Zila Sainik Board for ESM.
- Copy of PAN Card.
- Copy of driving license (relaxable for retired JCO/OR & Senior Citizens.)
- Certified copy of pay book bearing entry with regard to purchase of car (applicable only for serving JCOs/OR and equivalents).
- Certificate from the CO/OC of Unit confirming that financial position of the applicant allows to purchase a car (applicable only for serving JCOs/OR and equivalents).
- PPO/Discharge book/Release Order(For ESM).
- Any other document as prescribed under the respective State Govt notification. This is essential since State Govts while extending VAT relaxation prescribe specific documents to be submitted.
- Address proof.
- Defence Civilian Officers of MoD to enclose duly attested latest salary slip for Verification of Grade Pay as per entitlement.
Certified that I have not purchased any four-wheeler vehicle from CSD as per eligibility given below.
- I am eligible to buy a car through CSD, and not utilising the facilities of CPO Canteen Services.
- The Car applied is for personal use and will not be sold/ transferred for four years.
- I am liable to pay the Excise/Sales Tax (applicable for Civil Defence Personnel).
- The above details are correct and in case of false declaration, I would be liable for disciplinary action.
- I am liable to pay VAT/other Taxes availed by me in case of any violation of the above conditions of purchase.
- I certify that I have personally read the terms of purchase and are acceptable to me.
- I affirm that the above details are correct to the best of my knowledge
All Ranks (serving retired) of Armed Forces are eligible for purchasing AFD items like Refrigerator, Television, Washing Machine, Music System, and other household durable goods.

- Periodicity: First car in service and Second car after Retirement. First car after five years of service. Gap between purchases of two cars to be eight years. For Widows, if the late husband had purchased a car each while in service and after retirement then the widow will not be eligible to buy a car. In case late husband had purchased only one car while in service, then widow can buy one car through CSD after a gap of eight years from the date of last purchase.
Pay Matrix Level 6 to 9
- Pay Band : Armed Forces Personnel (Serving and Retired) and Widows as applicable Pay Level 6 to 9
- Cost: Rs.10 Lakhs excluding taxes
- Periodically: First car as an OR, second car on promotion as JCO and third car after retirement, First car after five years of service. Gap between purchases of two cars to be eight years. For Widows, if the late husband had purchased a car each while in service as well as after retirement then the widow will not be eligible to buy a car. In case late husband had purchased car(s) only while in service, then widow can buy one car through CSD after a gap of eight years from the date of last purchase.

Eligibility Criteria for Other AFD Items such as Bike, Scooter, Air Conditioner, Refridgerator, Washing Machine
Following category of canteen smartcard holders are authorised for other AFD items:-
- (a) Armed Forces personnel (Serving & Retired).
- (b) Civil Defence Employees (Serving only).
- (c) Gap between purchase of same item/ two wheeler to be min four years.
Eligibility
Eligibility and other conditions for Purchase of Bike and Scooter
- All ranks (serving retired)
- Widows of service personnel (including remarried)
The eldest child of the deceased service personnel, if he is not survived by his wife, provided the under mentioned conditions are fulfilled
- If a son, he should be between 18 to 25 years of age and should not be in Service or commercially employed.
- If a daughter, she should be unmarried.
- Restriction Entitled category of persons should not have drawn brought any of the above items within the last two years. Further, an undertaking is to be given by the entitled purchaser that he/she shall not sell the vehicle for two years from the date of purchase.

Entitlement to Cars
The following categories of personnel who are authorized CSD facilities are also entitled to purchase four-wheelers.
All Commissioned / Honorary Commissioned Officers (serving/retired).
- Widows of Service Officers.
- Equivalent status of Civilian Officers / Officers of CSD. However, they will have to pay sales tax as applicable in the respective State.
- All GREF Officers (serving / retired)
- All SSC and EC Officers who have put in five years of reckonable service before release.
- One of the parents i.e. either the father or the mother of unmarried deceased officers.
- Either of the officer’s children, if both the parents have died and the child is drawing pension from Defence Estimates.
Canteen Stores Department (CSD) is providing extensive service to all serving personnel and ex-servicemen at the lowest price of household goods and expensive items.
CSD has changed the guidelines and procedures from time to time. Recently CSD has announced the new payment system for purchasing AFD Items from CSD Depots.

What is the CSD Periodicity of other AFD purchases?

CSD – Is there any minimum service requirement as in car for other AFD items?
No, all category of canteen smartcard holders as stated above are entitled to purchase other AFD items irrespective of service period.
Who all are entitled for other AFD (Two Wheeler, Fridge, Washing Machine, T.V, AC) CSD items?
Following category of canteen smartcard holders are authorised for other AFD items:-
(a) Serving Armed Forces personnel.
(b) Retired Armed Forces personnel.
(c) Serving Defence Civilians.
Why can’t I pay through Payment Gateway/ Online Payment when I have opted for a loan?
For loan the only payment option is direct transfer because the payment gateway will accept only full payments.
Dealer Price is filled but still the error is showing, “Billing dealer price is required filed. ”?
The “Dealer Price” has to be exactly the same as the “Net price to be Paid”.
Can I change the pre-filled details in checkout form?
No, all these details are picked from the registration form that the user filled while registration. Please contact the helpdesk for further query.
Can I buy a second car from AFD within 5 years of buying the first car, if I transfer the first one to my family member’s name?
No, the car cannot be transferred before completing 5 years of purchase.
When can I buy the same category product again?
Any product of the same kind can only be bought once in a specified period. Kindly contact CS Directorate for more information.
Why do I get this alert, “You are not entitled to purchase the selected car”?
There are three entitlement categories(Officers, JCO, OR) and every category has a different allowance. If any user is getting the above said message then the user must choose a different product of lower value within their allowed limit.
CSD Online What if I forget my login password?
You can reset your password using “lost your password” on login page.
Why can’t I login after registration? Or Why my login details are invalid after registration?
Users will be notified on registered email address after administrator’s approval. Login account will remain invalid till approval.
Why do I get this alert, “Email already exists”?
There is an username that is already registered with the same email id.
Why do I get this alert, “User Name already exists”?
The username entered has already been registered. Please choose different username.
